Very Eccentric & brilliantly unusual  carved figural pipe of a flamboyantly dressed gentleman
wearing an ornate striped headpiece, a scarf with a chequered long tail coat with red white & blue 
pinstripe trousers, his hand resting on a tricolore  umbrella which his by his side, the gentleman is carved & decorated from a single piece of wood The base of the pipe made from horn with inlay the pipe itsself being ceramic .  France L19th Century.
